[Winona Online Democracy]

I believe there was a strategy behind this by the City.  I have gotten the
impression from the City for various reasons that they believe that the
opionions of those who do not live in the City are of little or no value since
we do not pay city taxes. It often seems our contributions in other ways such
as paying State and Federal Taxes, shopping, schooling, volunteering and so
forth are not deemed important enough for us to have input on how the City we
support in many ways is run. I have actually been told this by several City
officials.

Often times people who live outside the City and have very little to loose, are
the most boisterous and raise the biggest issues.  It is like an outsider
looking in.  The City does not want to be questioned on how they run their
business.  I wish City dwellers would be as boisterous as the outsiders. 
Perhaps the vote on the half sent sales tax will be the way they voice their
opposition.  Time will tell.  Janice Turek.
