You are violating copyright of a database, consisting of map names, coding, coordinates. No difference from distributing any other database on the web without permission. The WORK is creating templates. Checking that coords are ok, expecially lat-lon and negatives, always inverted, and so on. Not big work? Then do it yourself. For me, it was a big work. > Nope.
