That doesn't quite fit. XCSoar currently does decide which Alternate is the "best" one (in terms of reachability), so keeping it as is, wouldn't make sense if you want to make decisions yourself. But then again I don't recall mentioning anything about these intelligent algorithms. What I meant pretty much what Henrik described, where you can set your Alternates manually (too) in a non-Task mode.
