1) Please make sure to specify xml:lang on the map or bookmap element. for example: xml:lang="zn-cn" or xml:lang="zn-CN" (the character case here is not significant).

2) Please review what you have done because may be you have missed a step or made a small mistake.

Moreover, I made myself a mistake in the files I've sent you. These files must be renamed to zn-cn.xml and zh-tw.xml (all lower-case) and the languages declared in commonUtil.xsl must be 'zh-cn' and 'zh-tw' (all lower-case too).

3) If you are using an old version of XMLmind XML Editor, and therefore an old embedded XMLmind DITA Converter, then language-COUNTRY (e.g. zh-CN) is not supported. You must restrict yourself to language (e.g. zh) alone.
