The fact that they are not is useful: it allows you to move a bugreport
from one product to another.
For any migration the loss of the bug id is pretty major.
The bug id won't be lost. Launchpad has a mapping between the old bug
ids from the zope.org collector to the new launchpad ids. This works
well for the Zope 2 and Zope 3 collectors already.
