Hi,

I assume you want the simplest way, and really don't worry about exact precision. 
This is not an issue here, since pantone certification does NOT always tie colors 
names 
with exact Lab values. You can use colorimetry only if all used spot colors are inside
CMYK gamut, else you have to preserve spacing and things become a lot more complex.

So, first step would be to check what printer/emulation the CMYK is  in. Probably 
SWOP if artwork targets press. Next step would be to see if all used spot colors lies 
inside gamut. If all used pantone colors are inside gamut then you can safely use 
colorimetric values. 

Photoshop can give you SWOP (or whatever) CMYK for given spot color names. 
If you need  just a few colors post here the names and I will give you the CMYK 
values. Remember first to check if we are dealing with SWOP (important!)

I'm a computer programmer who has convinced his wife to standardize
on Linux/Gimp for her art licensing business. She saves everything
in RGB TIFF, and so far so good...

But now she has a particular client who would like her to use specific
Pantone colors in her work, and I know very little about color management,
CMYK, Postscript Color, and ICC profiles. Essentially there's a manufacturer
overseas that wants a digital file of my wife's artwork for test print runs.
They need to match the Pantone colors given by the client, and I haven't
a clue how to guarantee this.

I want her to continue using Gimp and other free software, so I thought
that lcms might be the way to go. If anyone can give me some advice on
how to ensure her client gets what she wants, that would be great. I
literally don't know what to ask the manufacturer, so I'm seeking knowledge
on this entire process.
