I would rather say, it depends on the objective. If the goal is for instance to produce a print-ready PDF for a printing press, which actually prints with Pantone spot color inks (*in addition* to the CMYK process color inks), then the above approach is IMO void.
But if the only goal is to print the right color, and if you don't mind that this color gets eventually printed with (halftoned) CMYK inks on the printing press, then of course the spot colors can be safely replaced by corresponding RGB colors, if (and only if) they aren't out of gamut a) in your RGB working color space and b) in the color space of the printer or press where the publication will be finally printed (as Marti mentioned above).
