Im using the ufo flash embed method.Something is adding about 30px of

html it takes from the top and bottom of the movie so that some of the swf

This might be something to
do with the Flash items on the lower right, because they flickered
around where the nav items were before positioning themselves

easy enough in ff but negative margins dont seem to budge the ul in ie.

Not looked at your CSS, but...there's really no need to get out negative
margins. Have you set the bottom margin (and padding) of the h3 and the
top margin (and padding) of the ul (and possibly the li elements therein)?
i just set all of the above to 0 and it worked.

Just a thought, but if all the links are counties within a greater whole,
why not use a happy map image map interface? Thats a-okay standards-wise,
and degrades nicely into a list of links, and looks cute for visitors.

web standards and get thier pages to validate before they start on
accessability.

% height problem on my own. I tried
converting 3 column stretched width layouts to vertical a vertical
format buy no joy.
Right now I'm trying another fixed height version but its a big
comprimize in the look im going for.
