Rossi reported the pressure was 0.0 bar, which Murray took to mean mean
barG; i.e. 1 atm. Murray and others from I.H. disputed this, saying it had
to be more than 1 atm, as described in Exhibit 5.

If it was substantially more than 1 atm, the fluid would be liquid, not
vapor. See:
