Stated another way, NBC Universal's content is causing your congestion
problem and we'd like to help you solve it.
If that is your goal, ALTO is no place to effect it.
The only possibility I can think of that would actually work is DMCA
"Takedown Graphs", but the notion of one of very many third parties
(after all, there are a lot of distinct content owners) being able to
tell my ISP to block communication between a set of users is frankly,
horribly distastful, and the risks of abuse of such a mechanism would
be catastrophic.
