I don't think that's what they mean, though I agree the description is very vague, and I hope Google clarifies it. I don't think they object to you creating content yourself. I think the objection is to accessing content created by *other* users. Consider a children's art program that simulates finger painting. The whole point of the program is creating content, yet it's entirely suitable for children of all ages. But suppose it lets you upload your pictures to a server and view pictures created by other users. Then someone could easily create a picture of the sort you really don't want your six year old looking at, and post it for children around the world to see.
