I don't see any reason to be concerned. In fact, this concept of buying
ratings is one of the stupidest things I've heard of. The only people that
would even consider this are people with low ratings. If your app is rated
low after after a reasonable sample size of legitimate reviews, it's safe to
say that's the rating your app deserves.

If your app sucks and you get a bunch of 1* ratings then you go buy 5*
ratings to offset it, sure, maybe you'll get a few more sales - followed by
more 1* star ratings and refunds once the buyers realize your app is crap.
Now you've wasted money "promoting" your app, pissed more people off, and
garnered more negative reviews. Congratulations.

Honestly, at the end of the day if your app sucks it sucks -
buying positive reviews is just a waste of money trying to delay the
inevitable. Given how little most of us make on these apps, I think it's
fair to say that if you can afford to do this, you don't have to. And if you
have to, you probably can't afford to do so.
