You might be able to boost yourself up or hurt your competitor(s), but realistically only temporarily. Hmm ... I really think you're placing way too much weight on the last three ratings. Especially if you have a free / trial version of your app where people can judge for themselves. I also find that most negative comments are fairly quickly countered by reasonable people - especially if the comments are blatantly incorrect. If you keep doing what you're doing (frequently updating and improving your app), any bad reviews bought against you will eventually get buried by good reviews.
