Yes, AdSense is the extreme end of terms enforcement. Can you imagine though if Google's lawyers started to have a say in how things were done in other parts of the company? That's why I say it's best to adhere to the terms to the best of your ability, if for no other reason because Google's terms are reasonable but also in the interest of self preservation.
