For established apps, I agree. But if you are a new developer and release your first app and you instantly get three 1-star reviews, it's very possible that no one bothers downloading your app. If your app is excellent, a competitor might even buy ten or more 1-star ratings to make your app DOA. There are ways you can get around that though - word-of mouth, some demo video on youtube, some forum post about these tactics and then link to your app! My latest app averaged 3.8 in its first month, and 4.6 in it's second month even though I never updated it. The earlier ratings were peppered with "suspicious" 1-star ratings. No big deal in the end, but had there been a more targeted effort to give 1-star ratings, maybe the app would not have got over it.
