I would never use this but I can see why some devs would.

Imagine a situation where there is a "war" on ratings between competitors.
All it takes is for one dev to buy 1-star ratings for a competitor. That
competitor might then respond by either buying 5-star ratings for himself
(to push the 1-stars out of the top three) or 1-star ratings for whichever
app he feels is responsible for those fake 1-star ratings (revenge, but not
a good solution!).

The problem is, three 1-star ratings can potentially completely kill your
sales, no matter how good your app might be.
