Not necessarily - we can all point to examples of blatant violations so it certainly seems like nothing is done but there have been a number of apps / developers that have been wrangled. For example, most recently douche bag spammer Michael Quach has been removed, much to my elation. I know I flagged every single (cr)app of his I came across and I'm sure others did as well.
