Generally 98% of the TSRs CAN be loaded high.
So simply try ...

NWCAche (the one which came with drdos) can also use DPMS ...
and than it needs EXTREMELY few memory.
(you have to load dpms LOW ... this one can't be loaded high, but it takes
only around 2 KB)
IMHO nwcache has also the option to use UMBs by itself ... without LH.
