OK, let's get something cleared-up here.
The president has no power of consequence on his own in this country.
The 2 houses of congress have the power.(NOT the president)
It's all spelled-out in our constitution.
http://www.usconstitution.net/const.html
(only one of many, many places on the WWW to read our constitution) :)
If you will notice....
*Every* (major) power stated to be under the control of the president,
MUST, I repeat MUST be agreed to by the congress.
Some of these require a 2/3 majority of the congress to
agree before such action will be taken.
We have 435 representitives in the house of Reps.
And 100 senators in the Senate.
This means that no less than 357 must agree.
Even if 100% vote 'yes' in the house.... it STILL requires 67 'yes'
votes in the senate. And vice-versa.
(if all 100 senators vote 'yes'... it STILL requires 290 'yes'
votes in the house)
Please,
Rest assured that the president (by himself) CANNOT do what so many
seem to be afraid of.
