Hi Mai,
I'm a bit stumped!  Every time I've seen an error like
"django.db.utils.ProgrammingError:
relation "concepts" does not exist" it invariably means that the table
hasn't been created or is somehow inaccessible.

My only other suggestion would be to change your db settings to this and
test again:

DATABASES = {
    'default': {
   'ENGINE': 'django.db.backends.postgresql_psycopg2',
        'NAME': 'arches_%s' % (PACKAGE_NAME),
        'USER': 'd********',
        'PASSWORD': '****',
        'HOST': '127.0.0.1',
        'PORT': '5432',
   'POSTGIS_TEMPLATE' : 'template_postgis'
    }
}

See if that works.
