Right, what I'm trying to do is dissuade the use of the api, because with that you can't move a password from 6 to 6, from 5 to 6, or from 6 to 5. Not sure if any changes were made in this api call for the 7.x releases.

** Axton: With the Report/macro method is it possible to 'down-level' the password. That is, take a password from a 6.x system and move it into a 5.x system? I think this is what is needed. I know it is possible to take a 5.x export and move it into a 6.x system. The format generated by the api can not be used to recreate the account, but the format used by a macro/report can be used to import the value.
