Agree that the message would not work well because as you pointed out it will 
be presented at time of submission.  Based on your hurdles, do you have a 
suggestion on how this requirement can be met and work on SmartIT.  Would 
deleting the value from the selection list be the best option here?  I know we 
would have workflow that references a value that no longer exists, i.e. Run If 
Change Type = Latent.

Are you talking about SmartIT and not MyIT?
If so, I'm under the impression that there is not much you can change when it 
comes to fields in SmartIT that are out of the box.
Even your idea of popping up error messages would have to be a filter and it 
would be presented at the time of submission; not while interacting with the 
form like an active link.
We've rolled out SmartIT and had a lot of hurdles with change management.

Option 1 - Pop up a warning message if Latent is selected - Customer has said
