'True enough. But not as if raw material has not made Saudi Arabia,
Kuwait or Venezuela rich.  If the raw material in question is in
demand in the world market, a place with good natural endowments can
have a good deal, and buy the necessary human resources in the world
market ? as countries in the Gulf do.  Obviously it matters a lot on
what the terms in which the raw material in question is exploited.
There laws make a big difference.  For instance, in some countries if
there is oil in your backyard, it belongs to you.  In other countries
any resources under the soil belongs to the state. These are matters
of laws and conventions that are determined politically. So the
crucial question is what are the laws and conventions that entitle
Assam only to a small part of the income from oil as royalty, based on
administratively determined prices of oil, and not a share of the
world market prices of the oil it produces.

Dear Sanjeeb and all,
Your mail makes some sense.That's the most important thing we have to
take care about at this moment.Let's not be crabs.Indivisually,lot of
Assamese guys have done wonderful things,many outside the state and a
handful within,but what needs is a collective effort,barring all back-
biting and pulling from the behind.
We need some good and sensitive politicians and bureaucrats at the
helm,who can be decisive and active as well, not corrupted from tip
to toe and who have some patriotic feeling for the masses and the
state.We need leaders in every front,who can guide the state and set
some examples to follow.
My request to the forum:let's start it from here itself.Let's make
assamonline one platform which gives space to many things
constructive and informative that may help in building a better Assam
of tomorrows.I guess we have people here who can take the initiative
and have the power to make a change.Let's identify them and make them
work for the beautiful state.it's sooner than better.

allocated funds are utilised say 80% (after eating 20%) in our case the babus &
politicians utilize 20% and eat 80%. What do you say?!

States like Delhi, Chennail,Mumbai has higher capita than any other Mineral 
Rich State.
