For instance, in some countries if there is oil in your backyard, it belongs to you. In other countries any resources under the soil belongs to the state. These are matters of laws and conventions that are determined politically. So the crucial question is what are the laws and conventions that entitle Assam only to a small part of the income from oil as royalty, based on administratively determined prices of oil, and not a share of the world market prices of the oil it produces.
