Centrex Lines and a TDM400P

Hi

I have a tdm400p with 2 fxo, I need to dial an 8 to make a call.  I can 
make a call on channel =1 but not on channel =2.  On channel 2 I can make a 
411 call but not a call to a local number.  How do I get the second channel 
to issue the 8 in the dial sequence.
