Thanks for the fast reply here is what I have found.
I used FREEpbx to setup the Trunks ZAP/g0
When I specify the 8 in the prefix box Channel 1 works great, channel 2
just fast busy
If I dial 411 on channel 2 it works so I know the line is getting out. So
I think maybe it is the line I switch the phone lines
channel 1 still works channel 2 still just fast busy.
I remove the prefix 8 from the box and code a dial string 8+NXXNXXXXXX
in the dial rules it dial with the exact same result as above. Is there a
pause I can add to the dial string to slow down the rule
When I originally built the box I had only 1FXO in the box and upgraded to
the Digium TDM400P after, this couldn't be a problem could it??

You have to look at your trunk and outgoing route settings in FreePBX.
I can't remember exactly where, but there's a place to specify the
digit that's needed to access an outside line. Just hover your mouse
