Everyone is free to make their own interpretations and roll the dice if
they want but the CRTC decisions are clear.

Both public notice 2004-2 "Regulatory framework for voice communication
services using Internet Protocol", and Telcom Decision 2005-21
"Emergency service obligations for local VoIP service providers" say the
same thing.
