I asked this same question of our providers several months ago.
I thought I would put their local PSTN number in for emergency on an
extension, but I was told that they would not terminate the 911 call as
it doesn't belong to their network.
So, in the scenario where I have multiple incoming providers, we need to
make sure emergency calls are routed back through the correct provider
to ensure they terminate. Or sign-up with someone like Northern 911
directly.
