Sean is right, unless the DID is registered with the provider accepting the
911 call they can reject the call.  I buy 911 service for my customers in
cases like this and register the DID to the service individually.

So lets be careful here and explain to our customers the risks.

I'm not sure this 911 regulation we're referring to earlier deals with all
the possibilities such as remote PBX as a service, with PBX to PBX callers,
services from other countries, ENUM, and others.

Responsibility is inevitably on the buyer. If there to feel too comfortable
by you that there protected, and there not, you could find yourself liable.

But be careful about doing this.  Does your outgoing provider allow the 
home number to be routed to their 911 service?

I asked this same question of our providers several months ago.

I thought I would put their local PSTN number in for emergency on an 
extension, but I was told that they would not terminate the 911 call as 
it doesn't belong to their network.

So, in the scenario where I have multiple incoming providers, we need to 
make sure emergency calls are routed back through the correct provider 
to ensure they terminate.  Or sign-up with someone like Northern 911 
directly.
