Showing my age (!) sounds a bit like the old days of
the "prima facie speed limit" in rural areas where there was a 50mph "prima
facie" limit that you could exceed BUT if you incurred the wrath of the boys in
blue then the onus was on you to prove that the speed at which you were
travelling was safe under the circumstances.
Of
course this was not overly popular with the constabulary as it tied up their
resources in taking you to court. So in NSW they first introduced an absolute
limit of 60mph within approx 100 miles of Sydney (north to Newcastle, west
to Bathurst, southt to Nowra) which of course then spread to the whole of the
state.
So,
pending a review/restructure/change of mind (couldn't happen could it???) I
would predict it will only be a matter of time before it becomes compulsory one
way or another.
All I
can say (as a former employee of Dept of Transport) is that someone in the
establishment must have a lot of time on their hands if they can expend their
prodigious intellectual capacity on deciding to change "stations" to
"traffic".
