As Mark noted we have a long change cycle for major revisions, with technical 
corrigenda that
can make corrections during that cycle, and interpretations that can flag 
issues and
ambiguities and allow additional behaviours in the interim.

(the latter is a little dated but shows the flow).

Changes in major revisions may break application usage, hence the long cycle, 
and the flagging
of issues over a long period.
