I would disagree Dims.  Axis could easily be divided up into a number of 
subprojects, more than enough to get the community started.

Axis            ==> Core Web Services Runtime (engine, server, client, jsr 
impls)
WSIF            ==> Web Services Invocation Framework (could be refactored 
a bit so that Axis and WSIF share a common Message component API)
WSDL            ==> Web Services Description Language tools
SOAP            ==> Axis SOAP Implementation
Security        ==> Security Implementation
Commons ==> Common Web services related code packages

Sanjiva,

I agree that Web Services needs its own top level project. But we don't 
have enough "stuff" to do
so. IMHO we need more initiatives targeting various portions of the Web 
Services protocol stack
before we can do so. Using Axis as an incubator is a step in that 
direction.
