My experience is that it won't spark any additional discussion there as the people who would be interested in the subject are also subscribed here. This also goes to the heart of why I believe that web services is ultimately destined to become a separate project. So the path I would recommend is to prove that it can be done by incubating the project here, and then proceed to the Apache board with a concrete proposal for a new Apache project.
