Point of order.  Votes for xml-wsif can only be made by the xml pmc, and
generally such votes on [EMAIL PROTECTED]  Vote for a new PMC can
only be done by the board, typically on [EMAIL PROTECTED]

Votes for xml-axis-* require only the approval of committers to Axis.

CVS repository names can easily be changed.  Package name changes have more
impact.  So in my opinion, it behooves us to get the package name right;
meanwhile we can use the axis community as Dims has suggested to bootstrap.
So, while I understand Doug's concern over consistency, I agree with Paul's
proposal for cvs repository and Java package names.
