You're not going to like this..... CA did not start recording births until 1905. They were not required until 1949!!! If he received Social Security though, he may have filed a Delayed Certificate of Birth.
I checked for a Random Act of Genealogical Kindness, but see none who do church records. You may want to contact the Marin County Genealogy Society and see if anyone there will do church records: http://www.maringensoc.org/Research. My immigrants came in 1901 & 1903. They were missed on the 1910 and the 1920 censuses. They were out working when the census taker came by (well, the 1910, they may have been moving to CA). You should check the Passaportes out of the Azores too (once you narrow down the immigration date). You don't know if that illegal immigration story is true or not.
