Think of audio books.  They are organized in the store by the original
author and book rather than the reader, who gets second billing.  But
people can be particular about the reader, so the reader should be
somewhere on the cover.  Each audio book might be made up of many
chapters.

Well, the analogy isn't exact, but in classical music the performers
are in essence "reading" a "book" (the composer's score).  And the book
might be made up of multiple "chapters" (movements).  And though the
composer comes first, listeners can be very particular about the
performers.  (I call classical audio files that have no info about the
performers "mystery meat.")

You might have several works per album, each with multiple titles
(movements), or the works might spill across albums.  So neither
"title" or "album" are adequate to organize works.

I agree.  Even those with large classical collections aren't
necessarily going to be into doing a lot of custom tagging, so just
composer->album will work fine for them.  After all, that's how we
usually organize things on a shelf.
