I can't speak from experience about the other distros, but I have never
had any problem under Red Hat.  For instance:

bluefish ~ $ ls -l .xinitrc
-rw-rw-r--    1 barlowg  barlowg        63 Jun 13 13:20 .xinitrc

bluefish ~ $ cat .xinitrc
xmodmap .xmodmaprc
xset -b b off
#bbkeys -w -i &
exec blackbox

This is under Red Hat 7.1.  I have had to make .xsession/.xinitrc
executable before, but apparently its not necessary now.
