I believe you can still use RIM even if the person's  system you are working on 
has no speach. I asked them about that in jul of 
this year and they said yes you could.

If the computer yo are connecting to does not have a screen reader
installed you have two options:
a) make do with Narrator. It is not ideal but works fairly well for
simplistic tasks
b) Purchase that System Access to Go from Serotek. Once connected to the
remote computer type Windows R and enter www.satogo.com and that should
get you some speech assuming the remote computer has internet access
while Remote Access is running. I would think they use different port
numbers.
