I’m confused. It says I need to have construction materials but I can’t build the factory to do it because it says it’s not unlocked. What should I do?

I’m really struggling planning out the bigger missions. I have ended up using all my cash boxes to build things and then finding out that they wouldn’t connect to any warehouses or living quarters.
