I doubt your low pressure port delivers that much . . .Isn't that port the supply to the breathing regulator? also, squirt the inlet of the impact with a few drops of oil to lubricate and help seal the vanes inside. I think the "electro-mechanical" unit you're referring to is the vacuum relay bank behind the ashtray? It's feed is the green hose, which comes in through the firewall from the vacuum canister at the base of the windshield on the right side. Make sure your vacuum pump is working, and that you have no vacuum leaks, before replacing any components. Remember that the solenoids that actuate the various flap doors are dual stage, so may leak in one position, but not the other.
