I thought about the water level switch but I figured since the display was
lit and the red light was on to indicate boiler trying to heat that would
indicate the BII 'thought' it had enough water - is that correct logic? 

I guess that leaves the p-stat and temp controller?? I'm not a meter-guy,
don't own one and have never really used one so that rules me out of heading
over to my buddies place to troubleshoot with a meter. I'm hoping WLL
pops-in to comment on an easy solution as my buddy is starting to look at me
sideways since this is the machine's third recent problem (it has sprung
leaks from two separate pieces of tubing) I just want to increase his sense
of trust in it.

If we didn't live in Calgary, I'd take you up on your fine offer, thx.

Could be the pressurestat, the temperature controller or the Water 
level controller. All three of those have switch contacts which might 
be getting dirty or corroded. I replaced the relay on the water level 
controller that had a problem that might have been this. Since the 
red light is on it's trying to heat. A meter would let you check 
across the 4 or 5 contacts in the chain to the heater and see where 
the problem is. That is assuming you are comfortable around 117VAC 
with a meter.
