Depends how long the pump runs for?  If it's cooling off because the 
pump is running for 20 or 30 seconds then yes it might be the 
controller or just that the steam boiler needs descaling, if it's 
cooling off when the pump runs 5 seconds than your steam boiler is 
way to cold and you most likely need to replace or adjust the pressurestat.
