Maybe some neutral third party should administer it, with
careful weapons searches at the border, and plenty of
police to prevent violence. The third party would make
sure anybody who wants to can safely visit and/or
worship at any holy place he wants, and preserve the
various holy sites. The logical group for the job would
seem to be the UN, but after that "racism" conference
described in the articles posted here on-list, I wouldn't
be so sure about that.
