BW have now published their "Final Conclusions" to the Fee Structure

Seems Ok for the time being for all concerned private boaters - more or less
a status quo situation as long as the "lawful keeper" (licence holder) is a
private individual. OwnerShips boaters stand by for your missive from Allen
Matthews clarifying the extent of the hoops this provides for you to jump
through as OwnerShips will no longer be able to apply for your boats licence
for you, bearing in mind the impact of 4.b).
 
The interesting point is their second conclusion, where they seem to be
saying they will still work toward a situation where amount of use is the
driving factor in licence costs in the longer term.

Common sense seems to have prevailed, which is good to see.
