So after 2 years work by sets of consultants, hundreds of ours work by BW staff, not to mention all the time by individuals and voluntary groups the conclusion is "no change" which begs the question if the Ombudsman in December 2004 thought BW’s licence terms and conditions were unfair to an owner of a share in a boat managed by a commercial company what's changed???
