Maybe BW will have the odd £300,000 to spare to pay for a study. It seems money 
is always available for such things as are grants to put more reeds in canals.

Clearly - the BW Response "unit" have failed to report on all options.
I would suggest that the amount available to the East Mont. would be 
significantly increased were there to be a reservoir adjacent to 
Frankton top.
Intelligently controlled that could allow say 15,000 "locks per 
year"(whatever that is!) Perhaps threefold.
Bank and weir raising could be left til a later date as traffic built 
up.(sixfold? )

What we need is somebody to do a thesis on it !
