Not according to the response the BW unit GM gave in Waterway's World.

BW did test runs of safe levels for the Llangollen with increased water flow
some years back (1989?) and have been running water down near that highest
possible level since - sending the water to Crewe to forefill a revised  supply
contract.

At that time they might have fitted back pumps at Frankton had the Monty been
in use but it didn't open until some years later when back pumps were out of
favour. So, when the Monty wanted water they set a limit of 5,000 locks per
year - maximum at Frankton. And, with no back pumping allowed, to increase the
water available to Frankton more water might be sent BUT only after the canal
banks/weirs would have to be raised on the Llangollen from the Dee to Frankton
to carry the water safely.

This is shortsighted.

Surely the River Dee can afford The Mont. a few gallons more ?
