At least, having ide cdrom in a system break the GNU rules which say:

make the best system without looking at RAM usage.

Do you know how much RAM you need for a SCSI subsystem?

On Solaris (sparc 32 bit) this is 30 kB !!! for the SCSI glue layer.
The rest is host adapter stuff and already inside ide cdrom.
Even a complete "real" hostadapter driver is 40 kB.

What is your problem with having this loaded on a > 64MB system
for correct layering of the ATAPI transport?

PCATA CD-roms are very nice because they are just ATAPI on a ATA interface
from the PCCARD slot. This is fast and if the kernel would be correctl layered
there is only neeed for the PCCARD driver below the IDE transport stuff.

It seems that you missed that ATAPI _is_ IDE SCSI.
