No, new US law, if you are a member of the Taliban, or Al-Queda and you are culpable, you will be found and either prosecuted or killed.
As I said earlier, the Taliban is also at war with their own people. According to refugee reports, the Taliban has been hiding equipment in residential areas and in or near mosques to avoid US bombing. Innocent behavior? yeah right.
