It depends on the frequency of problems, to me.

For most kids an occasional tantrum is expected, easily controlled and
perhaps indicative of something to look at.  Same for emotional state
changes and the like.

I appreciate a teacher willing to take the time to pick up on this.

(Recently my son was depressed in class but not at home.  His teacher
discovered that he was worried about moving because my wife and I were
looking at house prices one day - houses we couldn't afford, but he didn't
know that.)

For chronic problems alternative services need to be sought to prevent it
from affecting the other children.

Most teachers are asked to keep logs of the "one-on-one" time they spend
with students specifically to watch for this.

Essentially the system is designed to handle a small amount of disruption
from all the children, if a single child becomes a main, overwhelming source
of disruption things have to be done.
