I propose mandatory sterilization for everyone. Reproduction will be per approval of government form 9828-112-223b pending the required lifestyle observation period. If reproduction approval is granted, it will result in a vat grown hybridized gene culture which will be uterine implanted in the host. If a biologically appropriate host is not available, one will be appointed for you. Surrogate hosts are not tax exempt and must be reported on form 1040-SH.
